Hotswap Hdd

My external cd-rom/dvd-rom keeps freezing my browser, IE, before setup is complete. WHY?
converted my internal cd-rom to external with a HDD enclosure. I’m using my Dads Dell latitude CP M233XT. WinMe/WinNt: OS and Clearwire for internet service. The HDD is connected to a USB Turbo 2.0 cardbus, plug ‘n’ played to the notebook. HDD enclosure specifications are:
**USB 2.0[1.1] or IEEE-1394a or E-SATA l or ll interface
**In-build power supply
**Hot Swap/Plug & Play….What’s HOTSWAP?
**5.25″ ODD & 3.5″ HDD [IDE or S-ATA: optional application
**Supported OS: Win 98/98SE/ME/2000/XP MAC OS 9.0 or above.
CAN ANYONE PLEASE HELP?
First: HotSwap means that you can pull it out and put it back in without changing anything/powering down etc. and it won’t hurt the computer.
Next: It seems to me that the issue is compatibility, if its a DVD ROM as you say than the issue may be that the version OS you are running on isn’t capable of handling it w/out a driver. It seems as if there is certainly a little too much high-tech for your OS going on. I’ve had issues connecting to Windows 98, so even though the Enclosure is compatable with WinMe, doesn’t mean that the DVD drive itself is.
Might want to check that out first. Also sometimes even though hardware is compatible with the following OS usually Win98 needs a driver and sometimes Me needs one too.
