Hooking up Laptop to tv with s-video. unsuccessful.?

Version: Originally Windows 2000, Updated to Windows xp Pro, Service Pack 2
Situation: Trouble connecting laptop to TV through s-video out, and then a rf modulator. Dock is accessible.
Why I’m here: For someone to figure out why this dang thing isn’t working!!!
EDIT: Problemo: S-Video out Not outing anything. need soloution.
